Professor Corn is a Professor of Law at South Texas College in Houston Texas, a retired U.S. Army Lieutenant Colonel, and formerly the special Assistant to the US Army Judge Advocate General for Law of War Matters. He is the lead author of The Laws of War and the War on Terror, published by Oxford University Press, a co-author of Principles of the Counter-Terrorism Law published by Thompson- West.

Professor Corn will explain the operational significance of the U.S. and Israeli invocation of the law of armed conflict to respond to the threat of transnational terrorism, and why this invocation remains controversial. The presentation will also explain the fundamental differences between the criminal and wartime models for responding to national security threats, and why a proper understanding of these differences is essential to any legitimate critique of counter-terrorism efforts.
